Tortoise (1.0.6) works with the iconv - libs comming with tortoise as well as with
the iconv comming with subversion (1.1.0rc2)
svn - client does only work with it's own iconv-libs.

The problem was, that the installation of tortoise did set the APR_ICONV_PATH.
The Subversion installation on NT or XP didn't.
