When to upgrade svn clients

This might be a little forward looking, but how can I determine when
it's a requirement to upgrade the client software? Not just when it's a
nice thing to do, but when there's guaranteed interoperability issues
between a client release and a server release.

With the software that we have here, it's relatively painless to push a
new release to the end user's desktops (Windows), but it is a big PITA
to do the validation to certify that the software can be pushed. But,
it's really easy to certify the server, so I'm sure that it'll be
updated regularly.
