It is impossible (and for good reasons) to remove revisions.
How about this to move it to a better place:
1. figure out what is in the root of the repository
2. create the directory where you need it to be
3. make a working copy of the directory created in step 2
4. 'svn mv' all items from step 1 to the working copy
5. commit
Unfortunately, 'svn mv' (step 4) can only move one item at a time (either
dir or file). So if there are many items in the root itself, you'll have to
'svn mv' a lot.
Another option is to reverse-merge the revision; that will effectively undo
the error:
1. create a working copy of the root
2. 'svn merge -r X:X-1 . .' #X is the revision you erroneouly created and
notice the two dots with a space in-between
3. commit
I think the merge with '. .' should work; if not, replace the first one with
the url of the repository root.
