There is a special version of TortoiseSVN that does _svn checkouts,
available for download at http://tortoisesvn.tigris.org/download.html.

If you aren't using TortoiseSVN already, check it out, it really is an
excellent Win32 client for subversion.

I'm not sure if there is a regular Win32 build that uses _svn. However, I
didn't see one looking at the subversion download page. You could probably
either compile your own, or look around for one built to use _svn, but I'd
try Tortoise first.
