Hopefully you are reading the book?

http://svnbook.red-bean.com/

It is more informative than anything and covers everything.

In my opinion, setting up svn on Windows might be the easiest of any
platform. I would personally suggest using the Apache HTTP Server as your
server option. Very easy to install and setup on Windows and automaticaly
runs as a service.

Also, be sure you get TortoiseSVN to use as a Windows GUI. It's online
help includes step by step instructions for setting up a Windows svn
server.
