Global configuration

I am a bit confused about how to corretcly configurate subversion.
In CVS you can checkout CVSROOT and do all settings there.

The Subversion-Book describes how to *locally* edit the settings
on the client machine, for example the patterns of ignored files.
But does this make sense? Defining the list of files to be ignored
should be the same for all users. Also, which keywords should be
expanded for certain file types should also be the same.

So, how can this be done?
