The real issue appears to be one of providing access to 'non-techies'.

I Assume said persons are windows users.

In that light, I'd suggest tortoise SVN, it integrates into the windows
file browser and I use it for a dozen
non-technical people here who update documents published on out web page.

Not Web as such, but addresses the real need I think you have.
