There are 1.1rcX rpms/specfiles for Fedora Core at

  http://atrpms.net/name/subversion-experimental/
  http://download.atrpms.net/experimental/sources/fedora-2-i386/atrpms/subversion.spec

The src.rpm should build on RHEL/WBEL, too.
