svn_client_update() is the API function (in svn_client.h).

But alas, this problem is very, very deep. Even the RA layers only
allow us to specify a single 'target' for updates. To create a new API
that allows multiple targets to be updated in a single server
request/response would involve creating new server, network, and client
APIs. Very involved.

This has never been anyone's priority, because updates aren't atomic,
unlike the way commits-on-many-targets are.
