Not currently. The feature is tentatively planned for release 1.2.
It has been discussed a lot in the past, so you might want to search the list archives for "locking" to see some of the workarounds that have been proposed.
Also, a few weeks ago someone posted an implementation that uses hook scripts and some custom patches to svn to implement it with the current release.
