Sorry - I got confused between the fix to make svn:externals ordering
deterministic (which was checked in well before RC1, so I trust is in
the release) and a patch to implement relative externals (which was
submitted by Sau Dan Lee on the 23rd of July, but I don't think has been
committed yet). This is all just based on watching the dev list traffic
with a keen interest in svn:externals.
