System-wide configuration area and global-ignores

The book says that you can set up a default config file in /etc/subversion,
but that the individual users' config takes precedence. Further, svn
automatically creates a user config if it doesn't exist.

My question is what should and should not be in the users' config so as to
recognize settings, specifically global-ignore, in the default config.
