Huh, interesting...

I'm not familiar with the relevant packaging standards here, so
perhaps my instinct is counter to what is conventional, but I would
have thought there would be three packages:

   subversion-repos: Installs what you need for a server
   subversion-client: Installs what you need for a client
   subversion: Installs 'subversion-repos' and 'subversion-client'

Then this problem could be avoided easily.
