As an alternative to David's RPMs, I maintain SVN 1.0.x packages for
RHEL3 which don't have any dependencies on non-RHEL packages:

rpm --import http://people.redhat.com/jorton/jorton.gpg
echo 'yum subversion http://people.redhat.com/jorton/Taroon-svn/$ARCH/' \
>> /etc/sysconfig/rhn/sources
up2date subversion
