svn ssh, no webdav apache2

Hello. I think Subversion is a great, promising
alternative to CVS.

However, what is up with this Apache2 and webdav
requirement? Isn't svn just a command line tool.
Why can't the default just be svn thru ssh-tunneled
commands. It is so clean on TortoiseCVS to just go
thru :ext: ssh tunnel with cvs command lines. I like
Apache 1.3 and not Apache 2. Why do I need to
configure apache to run a svn command line.

SSH tunneling should be the default, or at least very
easy to setup.
