We run 1.0.0 on 2k3 under Apache 2.0.48, and the server has been up for
weeks (months?), and Apache has a WSS of 6.9 MB (13 MB VM).

svn.collab.net is not a Windows box? Unless I'm mistaken it runs:
Apache/2.0.48 (Unix) mod_ssl/2.0.48 OpenSSL/0.9.6 DAV/2 SVN/1.0.3.

To quickly summarise where it looks like we are:
- This is a Windows problem.
- VS 2003 .NET & standard release Apache MSI builds combined with
DAV/2 SVN/1.0.6 & 1.0.5 consume large amounts of memory.
- OpenSSL is not related to the problem, as memory is consumed
whether its installed or not.
- Not many people seem to be using Subversion on windows or else
this problem would have been spotted sooner.

I have some flexibility in how Subversion is installed, though my
IT Support group would rather I stay with Windows. So if anyone has
any ideas on how to move forward, such that this problem disappears,
then please share them.
