svnadmin hotcopy problem

Running svnadmin hotcopy on any of my repositories fails:

root@heimdal # svnadmin hotcopy /var/svn/grc /tmp/grc-backup
svn: Can't open '/tmp/grc-backup/format.tmp': No such file or
directory

Before (and after) I run this there is no /tmp/grc-backup directory.
Creating an empty /tmp/grc-backup directory before I run the command
results in:

svnadmin hotcopy /var/svn/grc /tmp/grc-backup
svn: '/tmp/grc-backup' exists and is non-empty

Anybody got any suggestions on where I'm going wrong?

svnadmin version 1.0.0
Running on Redhat Fedora Core 2
