You don't use the configure script on Windows (except if you're using
cygwin, which you don't say).

Why do you want to not use Neon?

The INSTALL file (http://svn.collab.net/repos/svn/trunk/INSTALL, also in
the source distribution) contains detailed instructions for building
Subversion on Windows. I can only assume you didn't read it.
