Someone else recently had this problem, and Joe Orton (our http/ssl
expert) wasn't able to figure out much:

Can you try two things anyway?

1. try turning off http-compression in the [global] area of your
~/.subversion/servers file.

2. try upgrading to neon-0.24.7 (or svn 1.0.6, which comes bundled with
it)

See if either of these things make a difference.
