svnadmin recover hanging

We're having a problem with access to a couple of repositories, either
through http or file access just hangs.

The permissions are correct (everything is owned by apache), but even
'svnadmin verify <rep-path>' or 'svnadmin recover <rep-path>' just
hangs.

Is there some way I can display the lock status and/or break the lock?
I've even rebooted the system.

I could restore the wedged repository from backups,but I'd like to know
what has happened first.
