client API question

is there a client call that will all me to find the base of the repository
given the URL.
For example, if I have a URL:
svn://sydsds01/infrastructure/fsn/trunk/libfsn/README
is it possible to get the remote repository from this
(svn://sydsds01/infrastructure/ in this case).
What I want this for is for my commit text template mod. I want to have the
template in a standard repository place
(like CVSROOT in cvs)
