This has deliberately not been implemented. What you describe is the
behaviour of the CVS $Log$ keyword. This keyword is known to cause lots of
problems with branching and merging.

No. You cannot modify file contents in hooks. (although a post-commit hook
might trigger an extra commit which ends up with the same effect but can
cause an infinite loop..)
