No. The various system keywords are defined in the source code and cannot be
altered. UTC is the appropriate timezone to report, since it is always correct
(i.e. machine misconfiguration is ignored).

There is a patch which would permit custom keywords (via a printf-style
template), but it requires significant development to enable. In other words,
not in 1.1.0 and possibly not in 1.2.0, but hopefully before 2.0.0.
