timezone in $Id$ property

Dear all,

I realized that $Id$ reports the time in UTC.
Refering to
<http://www.contactor.se/~dast/svnusers/archive-2003-09/0323.shtml>,
the server does so.

However, is there any possibility to have the $Id$ report the time in
the local timezone?

How?
