Is "not found: transaction xy" bug official?

Hi SVN users,

my team and I suffer also under the "not found: transaction xy" bug
(See this thread:

).

Is this bug official under the scope of the svn dev team? I found
nothing in the svn issue tracker.

This bug is for us a reason to not use svn in the near future! Is there
someone who has a workarround for this? Only solution is to do a new
checkout of repository, but this is not practical if the bug occur more
than once a week.

Is it an solution to transfer the server to a linux box? Clients have to
be Win XP in our environment. If this is an option, is there a howto for
the migration of the db files (Win32->Linux)?

Our Systems:

Server: Win2000, svn-1.0.2, Apache with https
8 Clients: Win XP, tortoisesvn-1.0.4 (against svn-1.0.2)
