Take a look at the svn dev@ list archives. In the last couple of weeks,
there has been a huge mail thread about adding exactly this feature.

In the meantime, you can have your project managers just tag things by
copying:

  svn cp http://host/repos/trunk/some/directory \
         http://host/repos/tags/SYMBOLIC_TAG_NAME
