There is no server-side configuration area yet. Repositories contain a
conf/ subdir, but there's nothing in there yet except 'svnserve.conf',
which controls the authn/authz behavior of svnserve. There are a number
of smaller features which need a general repository configuration file.
  This meta-feature has already been filed, and there's no doubt that it
will happen someday.

For now, all you can do is set the global-ignores variable
per-client-machine and/or per-user. Same with the external diff option.
