commit-email.pl for Windows?

I found Jeff Cave's post to this list on 2003-05-07 which contained diffs for a
commit-email.pl for Windows. I have tried to apply those diffs to the 1.0.0
version of commit-email.pl. The program exits without any error message
(see output below).

The error could be in the way I applied the diffs. Does anybody know of any
full-fledged copies of this file (or a similar one) out there that works?
I searched the mailing lists and Google and couldn't find any.
