To be safe, the entire repository directory needs to be readable and
writable by the apache process. I'm not sure how to be clearer: if
your apache process is running as user "nobody", then you need to ensure
that user "nobody" can read and write every single file within
home/phil/httpd/htdocs/sv/repos.
