I used a tool called TeamConnection from IBM, It was both source control
and issue tracker. When an issue was assigned to a developer he would
make a workspace for the issue and checkout files via the workspace.
Then he would submit the workspace when he was finished. You could make
multiple workspace under an issue. you could get a list of all submitted
workspaces since a given label and commit them. If something went wrong
you could uncommit a workspace.
