hook scripts don't work with file:// URLS

So my hook scripts aren't being called at all. FWIW, I've checked the
obvious:

    - permissions, ownership

    - the scripts themselves work fine

    - In addition to post-commit, I also tried to get
      the other hook scripts to execute, no luck

The only thing I can think of that might be a problem is that I'm
checking in via the file:// and svn:// methods. Are hook scripts only
supposed to work with Apache2?
