It's not a "feature", it's just the way the working copy library
currently works. It doesn't know how to create a partial directory at
the moment, mainly because the overwhelminly more common case is to
check out an entire tree, not one file.

(This is not to say that checking out individual files is never
important, we have a build system at my place of employment that
practically requires such behavior in fact, it's just that nobody has
been sufficiently motivated to add support for such behavior to Subversion.)
