I think Dave Slusher intended to work on packaging Subversion for
Cygwin. Check these threads on the subversion-devel and cygwin-apps
lists for details:

As far as I can see it's on the pending packages list. Dunno if he has
made any progress yet. I bet he's not the only one using Subversion
under Cygwin, and we're probably all using the same tired excuses. Mea
culpa :-)
