This should never be necessary. Installing Subversion will install the
mod_*_svn.so files in the correct spot and change the httpd.conf to point at the
correct location. Did you actually run 'make install' for Subversion? Did you
check out the Apache error_log? What "Apache service manager" are you talking
about (this is probably part of your distro or some third party package)?
