Agreed, for large working copies this can be an issue,
but speed improvements have been made to TortoiseSVN
(some of which I believe can be attributed to SVN),
so if you haven't tried TortoiseSVN in a while,
perhaps you might want to give it another go?

Also, ensure "Indicate folders with changed contents" is
turned off in Settings -> Icon Overlays (it is by default),
as this is known to slow things down.

If you're willing to try again, and are still not happy
with performance, if you have the time perhaps send an
email to the TortoiseSVN mailing list anyway, detailing
your setup (pc/os specs, wc size, dir/file count, etc)
and your response times.
