Can not make target all-html in doc/book

(Please accept my apologies if this is a duplicate message. I did not see
 this message in the mailing list archive a day after sending it.)

I did follow the instructions in doc/book/README (I think!). I retrieved
docbook-xsl-1.64.0.tar.gz, extracted it within the doc/book/tools directory,
and renamed the resulting directory to xsl. Then, when I do "make all-html",
I see 1,450 instances of:
  
runtime error: file tools/xsl/html/html-rtf.xsl line 114 element apply-templates
xsl:apply-templates : can't find doc

Then, make fails with exit code 9.

I'm trying to do this on a RedHat 7.3 system with libxslt-1.0.27-3 (built
from a source RPM) installed. The libxslt package requires libxml2; I have
libxml2-2.5.7 (also built from a source RPM).
    
What did I do wrong?
