svn commit (and other commands that access the repository) hangs

Hello,

We switched over to Subversion from Visual SourceSafe last week. I really
like Subversion, but we are having some trouble.

Our Network Nazis will not let us run Apache or the SVN server. So, I create
the repository on one of our shared network drives. We are accessing it via
the file URL syntax.

For example, we used the following command for the initial checkout:

svn checkout file:///k:/logpars/subversion/powerLOGJ powerLOGJ

This seemed to work as long as only one person was checking out a working
copy at a time. This morning I was able to issue svn commit commands from my
local powerLOGJ directory, and it worked fine. Now the svn client just
hangs.

A couple of questions:

        1) Can we use subversion with way? Is it designed to have multiple
people using a repository via the file URL syntax at the same time?
        2) If so, what can I do about my hanging client?
