Default log functionality changed?

Is 'svn log' with no arguments supposed to present a log up
to HEAD, or up to BASE?

I think I've been wired by earlier versions to expect the
former, and 0.27 does the latter.

Put in other words, this sequence...:
  checkout
  log
  edit / check in
  log
... produces identical logs in both cases. Should it?

(Win32/Win2K, local repo, 0.27 self-install)
