checkout times

I made a sister copy of a working directory, and checked-out all of the
files from the head revision
of the same repository directory.

When I did a recursive diff, many of the files are showing up as
different (some are, most aren't);
but, all of the files in the new sister directory have the current date
and time instead of
the date/time when they were last updated.

Is this behavior by design? Is there anyway to influence it through a
configuration setting or property?

I don't want any of the dates and times to change unless the file itself
has been changed.
