Why do you expect changelists (or any other SVN feature) to work with
changelists?

Unversioned files are, by definition, files that are not handled by SVN.

There are no "changes" to track in an unversioned file as far as SVN is
concerned so I would expect them NOT to be eligible for adding to a
changelist.

In my opinion it is fully correct behavior that you need to add a file
before it can be in a changelist.
