TortoiseSVN. log other user (command line)

"C:\Program Files\TortoiseSVN\bin\svn.exe" log --xml -r {2017-04-18}: HEAD -v "https://srv.local/svn/CPC/Templates "--username Admin --password **** --no-auth-cache --non-interactive"
works good. However, if this command is executed by the service running under another account, the result is
<? Xml version = "1.0" encoding = "UTF-8"?>
<Log/>
