I can reproduce this behavior with TortoiseSVN 1.9.5 (and 1.9.4) on
Windows 10 64-bit. By some reason, the bug always reproduce when I
drag&drop the unversioned file onto the changelist's name. However,
I'm not getting these errors when I drag&drop below the changelist's
name.

BTW, I've noticed another problem on this animated screenshot
https://streamable.com/xwedb and I can also reproduce it on my
machine. On the screenshot, when the mouse pointer moves below
'Farticels' changelist the drag&drop infotip "-> Move to ..." is not getting
positioned correctly.
