We have the same issue described in this topic.
I tried the things mentioned in the other responses. The system language is German (Swiss), English (United States) language pack is installed and the SVN property "tsvn:projectlanguage" is set as described here: https://tortoisesvn.net/docs/nightly/TortoiseSVN_en/tsvn-intro-install-spell.html

However, if I change the region/format settings of Windows to English (United States) it works (see attached image "working.png").

My system runs on Windows 10 Professional Build 10586 64-bit. I tested it with TortoiseSVN 1.9.2, 1.9.4 and the latest nightly (TortoiseSVN 1.9.99, Build 27461 - 64 Bit -dev, 2016/09/28 13:24:15).
