client side hook script - check if a file is part of an external

I have defined a start-commit-hook in the Tortoise-settings.
Usually users call TortoiseProc.exe /command:commit /path:"%SOMEWHERE%". In my hook-script I want to check if the path is part of an external. Thought that svn info could help me. But I didn't find a way yet. Any ideas?
