Way to ignore content of a some folders

Hi

Is there a way to ignore the content of some folders but have the folders itself imported when creating a new repo?
The folders need to be present , but empty.

I have set
Objects = svn:ignore=*
Target = svn:ignore=*
in the svn configfile and auto-props is enabled but this seems not to have any effect.
I thought that this will be applied automatically but it seems I still have to add the svn:ignore manually to each folder.
