I think it would encourage the use of repositories on simple Windows
share-drive paths. Since use of such repositories is known to cause data
corruption I think this would actually be a bad idea.

SVN is really designed to be used with a central repository running on a
"real" server. Requiring a protocol emphasizes that fact.

Plus I'm pretty sure it's a feature of the underlying SVN library, so not
something the TortoiseSVN project can change anyway. I may be wrong about
that.
