Oh right. Didn't know that svn lock doesn't provide a command line
option to apply locks recursively.
Your test run however doesn't proof that the issue wouldn't be in the
svn library (rather than in TSVN).

If nobody can help you here, it would be worth to raise the issue also
on the SVN user list. Since you already tested that there's no problem
with the 1.8 client and there's also no problem when you bypass the
SSL-Tunnel and use a direct connection, it at least hints towards some
issue on the SVN side, IMO.
