I could try the two command lines:
svn.exe mergeinfo svn://.../SCOLYS_26_0: 20 seconds
and
svn.exe log -v -g --xml --with-all-revprops svn://.../SCOLYS_26_0 > log.xml: starts immediately, I had to kill it after more than an hour.

The results are the same with svn.exe from TortoiseSvn 1.8.11 and 1.9.2, so this cannot explain the difference between those versions.

Is it possible that TortoiseSvn 1.8.1 uses the cache for the log file and that TortoiseSvn 1.9.2 doesn't use this cache any more?
