Bug report: Project Monitor does not notify about new commits

Using TortoiseSVN 1.9.2 x64 on Windows 7

On one of my computers, Project Monitor never provides notification of new commits. Even when I add a new project, it does not treat any of the commits as being new (i.e. it also does not show any project or commits in bold.), and there is no tray notification even though it is enabled. This may be a machine-specific issue, since I don't see anyone else reporting it.

I also installed version 1.9.2 onto another Win 7 x64 machine, and it appears to behave as intended. I at least get notification of new commits when I add a new project.

Uninstall and reinstall on the problem machine did not help. Commit Monitor works fine when monitoring the same repos.

Any suggestions on how to troubleshoot this would be appreciated. Thanks.
