Yes, it's by design. An external folder is its own independent working
copy. If you are committing from within the external folder, TortoiseSVN
(actually, the SVN library) is not aware that the working copy is part of a
larger working copy. You must commit from your "outer" working copy if you
want to mess with external definitions.
